Robert E. Ruggeri

Robert Ruggeri joined SUNY Counsel's Office in 1994 and was the Managing Counsel from 2006-09. He currently is Senior Managing Counsel and serves as the general counsel of the University at Buffalo; Buffalo State College; Brockport; Fredonia; Geneseo; and Alfred State. “Prior to joining SUNY, he practiced law for many years with Rogers & Wells in Washington, D.C. and with the OECD in Paris and the European Union in Brussels. He also was Deputy Director for Legal Affairs with the N.Y.S. Dept. of Environmental Conservation. Mr. Ruggeri’s specialty areas include contracts, real property, constitutional law, and litigation. A former Professor (Part-time) at Georgetown Univ. Law Center, he teaches "Higher Education Law" at both the University at Albany and University at Buffalo. He also served as the Chairman of the Board of Trustees of Schenectady County Community College and was later a board member of the campus foundation. He was a Fulbright Scholar and graduated from Union College and Antioch Law School (where he was Comments Editor of the Law Journal)
